You might say"No, as I remeber Lucifer is that the ruler of Gehenna" but that's the deal - Lucifer has seen a loophole and has ran away from his duties of being the King of Hell leaving this part to Bhaal his son-in-law. Now he has fine responsobilty but actually not so supreme power. With some help from his sis Ullene he is going to stop it but also to reveal the masterplan of Lucifer.
